Meet The Experts
Howard Silverman currently possesses the title of “Enrolled Agent”. Enrolled agent status is the credential the IRS awards to those people that pass a stringent examination process or have a specific work history that has established their knowledge and ability in a specific area. Individuals who obtain this elite status must adhere to ethical standards.
He retired as Senior Internal Revenue Agent in the Large Business and International Examination Division of the Internal Revenue Service. His lifetime of experience, spanning over 44 years in small and large tax examinations, from individual return through to public companies, allows Howard to share concepts and strategies simply and clearly, coming from a depth in understanding of IRS codes and guidelines that most will never achieve.
Howard started with the examination of individual tax returns, and proceeded to advance, including positions of the classroom and on-the-job instructor, and continuing education instructor, and had special assignments assisting IRS Counsel, IRS Criminal Investigation Division, and the U.S. Attorney’s Office.
Included in his many examinations were those that included IRC Sec 1031 exchange transactions. Howard has frequently been called upon to lecture on the topic.
When he retired, he did not want all of his career-long Institutional, procedural, and technical knowledge to go to waste. In that regard, he now renders consulting to accounting firms and companies on complex tax issues perform pro bono tax consultation to a tax law clinic and act as a guest lecturer on IRS practice, procedure and examination process to a law school and an accounting professional society.

Richard S. Kestenbaum began his legal career in 197 4 as a lawyer with the Office of Chief Counsel, Internal Revenue Service. In 1980, Mr. Kestenbaum left the government for private practice and shortly thereafter formed Kestenbaum & Mark. Mr. Kestenbaum represents corporations, individuals, and estates concerning sensitive domestic and foreign tax issues resulting in civil and criminal controversies with the Internal Revenue Service and state and local tax authorities, including related litigation in state and federal courts. Mr. Kestenbaum also represents and advises individuals and corporations on various corporate and real estate transactions. He is a member of the New York and Florida Bars, a member of the Tax Sections of the American Bar Association, the New York State Bar Association and the Nassau County Bar Association.
